Is There a Conspiracy at TREC?

Based upon an email from Brad Phillips which accidentally copied people about a “private” meeting with a few inspector committee members and key TREC staff members (including Mr. Irvin the administrator) it appears that something may be going on behind the scenes at the TREC related to getting the proposed Standards of Practice past behind closed doors. The proposed meeting is the day after the inspector committee meeting on June the 16th and it addresses a demonstration inspection. Larry and Fred had TREC staff out last year on a demonstration inspection. It is not known why another is needed unless the TREC-IC and TREC is developing private strategy for the new SoP. This begs the following questions:
- A demonstration of what?
- Does it address the proposed SoP?
- Does it serve any function to prove the feasibility or cost impact of the proposed SoP?
- Has TREC staff had meetings or developed strategies outside the posted public meetings with members of the Inspector Committee regarding the Standards in the past year?
- This meeting popped up after I brought light to the cost impact concerns of the proposed SoP? Are you addressing this?
I have expressed to Loretta Dehay, the general council for TREC, that I am very concerned about the timing, scope and legality of this action. On the surface it appears Mr. Phillips is working with TREC staff to develop SoP strategy. Any such strategy should be public.
Just prior to this post I got an email indicating that the meeting is now canceled.
On the surface it looks like we caught some Inspector Committee members conspiring with TREC on the Standards. Feel free to ask TREC and the IC your own questions about this. Associations, notify all your members about this. I look forward to their explanation.
